Jeremy W. Conkling is an attorney and registered lobbyist with extensive experience in legislative advocacy, government relations, and municipal affairs in Alaska. He advises public sector entities, public safety organizations, police unions, and private-sector clients on state and local policy matters, combining legal analysis with strategic lobbying, coalition leadership, and legislative testimony. His work spans labor and employment policy as well as a wide range of regulatory and business-impacting issues before the Alaska Legislature.

Mr. Conkling represents public sector organizations, police unions, and private clients as a registered lobbyist before the Alaska Legislature. He advocates for and against legislation affecting public safety operations and funding, labor and employment law, pensions and retirement systems, municipal governance, civil liability, and administrative regulation. His practice also includes legislative and regulatory advocacy on issues affecting industries commonly engaged in Alaska government relations, including healthcare, insurance, technology and data services, retail and consumer regulation, gaming and wagering policy, transportation, energy development, and environmental and solid-waste regulation.

Mr. Conkling regularly works with legislators, legislative staff, municipal elected officials, and government administrators, and he has testified before legislative committees in support of client positions. He has chaired the Coalition of Municipal Unions in Anchorage, coordinating unified advocacy efforts among municipal stakeholders.

Prior Leadership & Public Service

Before practicing law, Mr. Conkling served more than fifteen years in law enforcement with the Anchorage Police Department and the Valdez Police Department. He rose to the rank of Sergeant and served in patrol, narcotics, K-9, and SWAT assignments. He also served as President of the Anchorage Police Department Employees Association from 2018 to 2022 and as Vice President from 2015 to 2018, representing more than 500 members and engaging in high-level negotiations, advocacy, and organizational leadership.


Education

Mr. Conkling earned his Juris Doctor, cum laude, from Mitchell Hamline School of Law in 2022, with a Certificate in Conflict Resolution Theory & Practice. He earned a Bachelor of Arts in Political Science from the University of Colorado in 2004.
